Jim Koetting is the CEO and founder of Public Fund Investment Strategies (formerly Reserve Fund Management) in St. Charles, Missouri, and author of the book Public Fund Investing For Dummies. He works with public institutions to minimize and expose investment risks that are often missed, implement investment strategies with reporting systems, and find hidden money in portfolios; his most appreciated service is reducing often-overlooked negative arbitrage in bond issues. Inspired by an “epidemic” of investment and portfolio management ignorance in the public sector, Mr. Koetting wrote Public Fund Investing For Dummies, introducing it in May, 2007 during the Government Financial Officers Association (GFOA) National Conference, where his booth was inundated with thousands of requests for the book. Public Fund Investing For Dummies emphasizes writing a plan, building a strategy, and finding competent help in order to maximize opportunities in a public budget as well as picking investments to match that strategy.

Originally hailing from Kansas City, Jim Koetting currently resides in O’Fallon, Missouri, with his wife and two daughters. In his spare time, the former Eagle Scout served on the St. Charles County Library Board, races in triathlons, and plays lead guitar in the rock-and-roll band “10 feet Deep.” The greatest thing that someone ever said to Mr. Koetting was, “Gentleman, the President of the United States will be with you in a few minutes… Jim, come on back.” The Oval Office was smaller than he imagined.
